To Alison Lehouillier, a resident of the Town of Hiram in the County of Oxford, in the State of Maine.
GREETINGS:
You are hereby required to notify and warn the Inhabitants of the Town of Hiram, in said County, qualified by law to vote in town affairs, to meet at the Sacopee Valley Middle School on Thursday August 20, 2026 at 7:00 o'clock in the evening, then and there to act on the following articles, to wit:
Article 1. To choose a Moderator for said meeting.
Article 2. To see if the inhabitants of Hiram are willing to accept the “ Maintenance and Operation Agreement” for the Mountain Division Recreation Trail Hiram Segment. This is a multi-year contract.
Article 3. Shall an ordinance entitled the “Town of Hiram Building Code Ordinance”, as adopted as a constituent part of the Maine Uniform Building and Energy Code (“MUBEC”), as adopted by the Commissioner of the Department of Public Safety , be adopted by reference, as authorized by 10 M.R.S. § 9724 and 30-A M.R.S. § 3003. The penalty for violation of any provision of the MUBC shall be as provided by 30-A M.R.S. § 4452. A copy of the MUBC is and shall remain on file with the municipal clerk and is available for public use, inspection and examination.
EXPLANATION: This warrant article, if passed, will adopt only the building code portion of the Maine Uniform Building and Energy Code (“MUBEC”) and not the energy code portion thereof. The Maine Uniform Building Code (“MUBC”) consists of the following components of MUBEC:
· 2021 International Residential Code (IRC)
· 2021 International Building Code (IBC)
· 2021 International Existing Building Code (IEBC)
· 2021 International Mechanical Code (IMC)
The following standards are also adopted and are mandatory:
The American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Standards:
· 2019 ASHRAE 62.1 (Ventilation for Acceptable Indoor Air Quality)
· 2019 ASHRAE 62.2 (Ventilation and Acceptable Indoor Air Quality in Low-Rise Residential Buildings
· OR the CSA-F326-M91 Canadian Standards Association Standard for Residential Mechanical Ventilation Systems (Alternative to ASHRAE 62.2)
Article 4. To see if the town will vote to appropriate the sum of $100,000.00 from undesignated fund balance for the town’s general road budget.
